City approves resolution for orderly annexation of land for Polaris site

By a unanimous, 5-0 vote Tuesday night, Wyoming City Council passed a joint resolution for orderly annexation for purposes of annexing the city-owned wastewater treatment property, located in Wyoming Township, to the city of Wyoming. Action came at a special meeting.

Annexation subcommittee members recommended adoption of the joint resolution.

Before the vote, City Attorney Tom Miller summarized the basic conditions of the document. One is that the city will not initiate or approve further annexation of any property abutting the site for a period of three years. This is dated from the date of decision.

Polaris Industries has selected the site to establish a research and development facility and is negotiating with the city for purchase of the property. If there are changes in plans by Polaris to locate in Wyoming, the agreement to annex is null and void. The property, about 611 acres, is located in Wyoming Township, northeast of the city along CR-84.

Negotiating teams met a number of times to reach final terms.

The right-of-way, along CR-84, is the proposed route of the pipes from the city to the yet-to-be-constructed regional wastewater treatment center. This will be negotiated with Chisago County.

Mayor Vernon Haag said Tuesday it will take about two years before the pipes are installed.

Miller said an orderly annexation is possible only if both parties jointly agree to the annexation.

Wyoming Township officials also met Tuesday to consider the same resolution.
