Pecar: City has standing in DMH issue

Richard Pecar, the Forest Lake man who contends Fairview has defaulted its lease agreement with the Governing Board of District Memorial Hospital, went before the Forest Lake City Council Monday night to present facts he believes indicate the city has standing in the debate. Pecar and other city residents are fighting a plan by Duffy Development Co. and HSI to build a 48-unit affordable housing project on the old hospital campus. This fall Pecar went before the hospital board arguing to no avail that the Fairview purchase agreement with Duffy was not proper because the hospital district, and not Fairview, is still the official owner. In a rebuttal to city staff claims that the city has no standing in the hospital issue, Pecar submitted for the record Monday old resolutions from the original municipalities that formed the hospital district, including the village of Forest Lake. ìI think the city has standing,î Pecar said. Had the city and the hospital board gotten involved sooner, Pecar said the current lawsuit by Duffy against the city could have been avoided. Duffy and HSI have sued the city over denials of a conditional use permit and a minor subdivision request.
