Wyoming Town Board hears reports

The Wyoming Townshipís Tuesday, Aug. 8th meeting opened with a report from Zoning/Building official Fred Weck that an inspection and enforcement program for septic systems is being put together to become an ordinance.

This will be in connection with point of sale using a three-year cycle inspection and maintenance program. Presently well water testing is not being done so this test will be incorporated into the program also.

The wording has been sent to the township attorney for any proper changes. The next concern to be taken care of in this area will be to address groundwater situations.

Ruling reviewed

Board member Mark Utecht was present at the recent court hearing where District Court Judge Michael DeCourcy refused to make a decision on the Writ of Mandamus which would have directed the Minnesota Office of Administrative Hearing, Municipal Boundary Adjustments Unit to approve the annexation agreement between Wyoming Township and the city of Wyoming.

Instead, the judge said he would prefer an administrative law judge to make the decision.

At this point, there basically are three options for Wyoming/Wyoming Township: 1) This decision can be appealed, 2) Negotiate with Chisago City and Stacy, or 3) Proceed in a contested case hearing.

Wyoming Township residents have overwhelmingly indicated ìall or nothingî and past negotiations with Chisago City and Stacy just spent a lot of time with nothing getting accomplished. It seems the best option is to appeal the ìincorrect judgement.î

The town board was in agreement to take this step. This matter will be brought up at Wyomingís next council meeting.

Utecht reminded the town board that in the meantime they need to come up with an appropriate comprehensive plan, even though the present legal battle is causing costly delays for the lives of people and projects affected by the annexation areas and the tax tables that have been set up will need to be changed again as more time passes by.

Greenway Lane

The petition for blacktopping on Greenway Lane was brought up from the last meeting.

When this item was discussed in 2000, the township anticipated moving the project forward and set aside $80,000 to bring the road up to condition for blacktop finishing. The feasibility study will still be presented at the Tuesday, Sept. 12th meeting and it is planned to proceed from there with the public hearing.

Depending on weather, this project might be able to go forth this fall but most likely will be done in the spring.

Next on the agenda was the election of judges for the Sept. 12th Primary Election. The following persons were elected: Republicans ó Joyce Winnick, Bee Tolzmann, Lisa Erickson, Mary Utecht; Democrats ó Evelyn Rodrique, Paula Osterbauer, Kelly Lamwers, Norma Olson.
