Big Marine area development OK'd

On Wednesday, Dec. 6, Big Marine Lake Development LLC won preliminary plat approval for their Tii Gavo development from the Washington County Plat Commission.

Tii Gavo subdivides 154 acres into 37 single-family residential lots with approximately 98 acres of open space on the north shore of Big Marine Lakeís east bay.

The plan is for the overall plat approval and then four phases of development.

Phase 1 will be the Painted Turtle Bay area and community center along with all open spaces. Phase 2 will be south of Rasmussen Pond.

Phases 3 and 4 will be the southern peninsula and the northwest portion.

There was some concern voiced about the 13 feet one way road that forms a loop on the southern peninsula, but it was a compromise to save many of the huge trees in the area. Some drainage areas and shared driveway easements needed clarification.

Painted Turtle

The 850 foot channel between Big Marine Lake and Painted Turtle Bay will be dredged out after 10-12 inches of ice can support a backhoe. The cattails have been cleared from the channel right of way and any snow will be removed to promote faster icing.

The channel will be four feet below the lake run out elevation of 940.6 feet and 15 feet across the bottom with 1:1 side slopes. Approximately 1457 square yards of material are to be moved to a designated onsite excavation spoils area on top of the hill.

A 100 by 10 feet beach area by the community dock is included in the DNR public waters work permit.

Planning meeting

On Tuesday, Dec. 5 the planning commission gave Cingular Wireless Co. a conditional use permit to add additional antennas and equipment to the existing tower at 12160 Scandia Trail N. They can also add a 230 square foot building after getting a building permit.

David Rodquist received a variance for building a garage closer to the road than his house at Quinell Ave. N. because of wetlands and home site preference.

He also got a variance to install a septic system with an intermediate purification pretreatment stage for an area with only 12 inches of soil instead of 18 inches. There was skepticism about the required quarterly maintenance; the claim is this system will be cleaner than the usual mound system.

Through his realtors, Jon Rogers, who was in Washington, asked for setback and septic system design variances for his home on Bone Lake. The 1?4-acre site is squeezed between Lofton Ave. N. and the lake.

The issue was tabled because of lack of information relative to the lake high water mark, septic location, and an accurate survey.

Scott and Mary Ann Anderson received a variance on their 31.6 acre parcel subdivision into a 3.1, 8.2 and a 20.7 acre parcel. The 8.2 parcel north of 199th St. N. could not be reasonably divided into two parts because of the railroad track, TH-95, 199th St., a propane business on the corner and wetlands.

The 20.7 parcel has enough margins to allow for a negative outcome of an ongoing minor boundary dispute. A separate 0.3 acre piece of the original property, which is mostly in the TH-95 right of way, will be deeded to the owner across the highway or MnDOT.

Board actions

ïApproved a resolution to merge the Carnelian Marine Watershed District with the Marine Watershed Management Organization.

ïAccepted the resignation of Dean Lindgren from the Marine Watershed Management Organization.

ïNominated Calvin Floerke to the Comfort Lake/Forest Lake Watershed District Board of Managers.
