Columbus Township scored a major victory on Thursday as an administrative law judge ruled that the township's petition to incorporate as a city has been granted. ALJ Beverly Heydinger also issued an order that denied the city of Forest Lake's petition to annex the commercial strip of land to the south of TH-97 and east of I-35. The decision follows a combined hearing on the two requests that took place this spring. The decisions are subject to an appeal by the city of Forest Lake to the state Court of Appeals. According to Mary Beth Gosman, an attorney in the Office of Administrative Hearings, all parties to the two cases were notified of the decision on Thursday.
