Heck levels data practices complaints

James Heck of Forest Lake has leveled charges of data practice violations by ISD 831 regarding a racial harassment incident. In documents delivered to the school board at its regular meeting on Sept. 7, Heck made a formal request for an investigation into the failure to follow ISD 831 Policy 425 by current board members Rob Rapheal and Joe Grafft, Superintendent Lynn Steenblock and former board member Karen Morehead. In a second letter, Heck filed a formal request for an investigation and possible filing of criminal charges for ISD 831 Minnesota Governmental Data Practices Authority Lynn Steenblock's failure to abide by lawful requests for ISD 831 information per Minnesota Statute Chapter 13. Heck said he submitted a Data Practices Act request for information on harassment and bullying on June 10, 2005 and now alleges that Steenblock failed to carry out responsibilities to a lawful request. Heck also said Steenblock failed to act on a second request made Sept. 5, 2005. Heck suggested the board transfer any investigation of possible criminal charges to the Washington County Attorney's Office to avoid any conflicts.
