Police will issue administrative tags

Wyoming City Council has approved a plan that will allow city police officers to issue administrative tags for traffic violations.
Violations are not part of the offender’s driving record and there is no notification to insurance companies.
However, if the fines are not paid, the tags are turned into formal tickets.
When there are a number of violations and verbal warnings do not work, fines help (change behavior), according to Acting Police Chief Scott Dexter.
He reported there is a bill being discussed during the 2007-2008 legislative session, which would prohibit local authorities from enforcing traffic regulations with these administrative penalties. There is opposition to it as well, including the efforts of the Anoka County Sheriff’s department.
The council vote to approve the plan was 5-0.
Kennel license
Council members denied a request for pre-approved kennel license to Marsha Macaulay and Mike Fralich for their four dogs.
They currently live in Wisconsin but are contemplating a home purchase in Wyoming. Macaulay learned through city hall, that a license is required for more than four dogs. Such licenses are good for one year and may be renewed.
The dogs are long-time pets and stay indoors most of the time. Macaulay brought written descriptions of the animals and current vaccination records. All dogs have been neutered or spayed.
Macaulay explained they want to make an offer for a house on a large lot, near the city outskirts, but also wanted to be certain they can keep their pets. They would fence the yard.
City Administrator Craig Mattson said the discussion properly should come before the planning commission.
Council member Blake Tiedeman was thought signs on any fencing should warn of the dogs. Council members Tom LaBarre and Joe Zerwas agreed that the request should go through the proper channels.
The dilemma of situation is the request for the kennel license came before a contemplated move to the city, but such permits cannot be issued to non-residents.
The vote was 5-0 to deny the kennel license request at this time.
Other business
In other business, the city council:
•Authorized City Engineer Mark Erichson and City Administrator Mattson authority to negotiate with land owners, the cost of land application site for spreading sludge from the waste water treatment ponds which are being decommissioned.
•Approved Matthew Haslach as a probationary firefighter by way of a 5-0 vote. Haslach has experience as a firefighter, is up-to-date in his training, and a medic with North Ambulance. The recommendation for approval came from Fire Chief Dennis Berry.
