Richard C. Ilkka, Oak Park Heights, was the choice of Gov. Tim Pawlenty on Monday to fill a Tenth Judicial District trial court bench vacancy in Stillwater. Iikka has been a self-employed attorney in Stillwater since 1990. He is a former city attorney for Oakdale and worked as civil public defender in Washington County. He replaces Judge Edward Cass who announced his retirement on Feb. 2. Iikka, 45, is a Minneapolis native. He and his wife Anne have two children. He earned his bachelor of arts and juris doctorate degrees from the University of Minnesota.
