Capital Improvements Committee - Arden Johnson, Bill Havener and Jim VanHoven

Council news
On Feb. 20, Mayor Dennis Seefeldt presented Sheri Howell with an impressive, framed certificate of appreciation and a $100 check for winning the city logo contest.
Council member Dolores Peterson questioned extreme payouts for legal services and what was revealed as a budget impacted by severance pay.
She also questioned the high utility cost as possibly wasted energy at the ice rink warming house and fire hall not reducing heat at night. She noted the life insurance policy for council members had not been carried on as it was for township board members. The plan now is to include a policy.
Peterson said she has received many calls about the city using too much salt on the roads.
Park and Rec
Park and Recreation Committee Chair Dave Smith brought forth a draft defining the committee’s duties and functions, which was approved by the council.
The main change was including Marty McKelvy as program director.
Smith presented an attractive implementation plan for Old Lions Park, including a concept plan, a name change to “Lilleskogen” (little forest), vacation of rights-of-way and survey of wetland delineation.
Human resources
City Administrator Anne Hurlburt explained to the city council she will refer the employee health insurance rate quotes and investigation to the new human resources committee.
General business
In other general items, the city council:
•Approved Ordinance 99, which sets city liquor license fees.
•Approved Ordinance 100, which regulates gambling in Scandia.
•Approved a 3.2 percent liquor license for the Scandia Community Center, which along with a consumption and display permit from the state, will allow beer and liquor to be consumed during community center events.
