Routine business for Scandia council

On Tuesday, Aug 28, the Scandia City Council approved the sale of its 2006 Ford F-450 four-wheel drive truck with a dump body and plow.
Council member Donnette Yehle recently noted that the truck was purchased in December 2005, but has not been in regular use. The $32,500 proceeds will be used to replace the city’s 1995 GMC pickup truck.
The plan is to buy a new 2008 F-350 diesel pickup truck with a plow from Elk River Ford for $28,980.
Variances
Richard Grekoff, West Lake Builders, had requested variances to build a new single family home for Allen and Penny Lepinsky on property located at 12614 N. 182nd St.
The outstanding issue was encroaching on the limit of 25 percent impervious surface by building a larger house. Pervious area could be increased by moving the current road off the back of the property and using pervious pavers for the driveway.
The planning commission had approved the variances at the Aug. 7 meeting. The city council preliminarily accepted their recommendation and directed staff to prepare a resolution incorporating findings and conditions of approval.
The council approved Resolution 08-28-07-02, which included conditions of using a pervious paver system for the driveway and a tree replacement plan. The road does not have to be moved because it would not change the overall area pervious surface, but would disturb the area.
Dock issue
Earl Poyerd, 19166 Larkspur, described a proposal to form a neighborhood association for the purpose of installing and maintaining a dock for the exclusive use of neighborhood residents.
The dock location is within city road right-of-way (110 feet by 102 feet) at 192nd Street N. on Big Marine Lake. Poyerd was encouraged to get input from all affected neighbors and come back to the city with a proposal.
Other topics
The city council approved Ordinance 103, an ordinance adopting a new Chapter 4 of the Development Code of the city of Scandia and pertaining to the regulation of mining and related activities.
Council also approved Resolution 08-28-07-01 approving the title and summary of the city of Scandia mining and related activities ordinance.
Deputy Chris Majesky, representing the Washington County Sheriff’s office, reported progress in burglary and vandalism investigations. He also said that more than 20 marijuana plants were found on the secluded acreage of a local citizen.
The city sold its old Seppi offset flail mower to Keith Hucker for $411.
