Rick Nolan, a former U.S. Congress member from 1975 to 1981, has won the DFL endorsement to run against Rep. Chip Cravaack in the Eighth Congressional District. The Washington County Board of Commissioners approved the annual 2012 federal Community Development Block Grant and Homes Investment Partnership Program (HOME) action plan at its meeting May 1.
