Stacy annexation seems clean

There were spectators, but no one from Lent Township, Linwood Township, or any other place to ask questions about the plan for Stacy to annex a portion of Wyoming Township.
If there are objections to this friendly annexation, they remained unspoken.
The agreement worked out between Stacy, Wyoming Township and the city of Wyoming began during the contested annexation hearings in late March of this year. The net effect of the agreement removes Stacy from the contested annexation decision.
In the agreement, Stacy annexes Sections 5 and 6 of existing Wyoming Township. The western boundary is with Linwood Township in Anoka County, with much of it in Carlos Avery Wildlife Area.
Higher ground is in the eastern part of the annexed area, with CR-30 the highway through it. The northern boundary of the annexed area is shared with Lent Township.
Administrative Law Judge Steven Mihalchick told the crowd that the hearing was called for purposes of hearing comments on the proposed annexation. Those notified were local legislators, county officials, Chisago County auditor, and clerks of both townships.
At the time of the meeting the judge had received no written comments or complaints.
The spectators at the hearing were four Wyoming Township residents: Roger Elmore, Jerry Owens, Mark Utecht, and Mary Utecht. The first three are township supervisors.
The Utechts, however, are destined to become residents of Stacy once the annexation is completed.
Observers from Wyoming were City Administrator Craig Mattson, Council member Gary Menne, and citizen Chip Yeager. Stacy’s representative was Attorney Shelly Ryan.
In the short session, the judge said, “I see no reason not to approve this.”
Mihalchick asked Ryan if Stacy wanted this annexation to come under separate orders or as part of one decision when he rules on the Chisago City-Wyoming question.
Ryan will check with city officials to see what they prefer. If the ruling on this issue comes right away, that part of the entire annexation issue is completed.
The hearing was called to order at 6:30 p.m. and was adjourned at 6:40 p.m.
