The Chisago County Contour Map project has been completed and the Wyoming Township Board considers this will be of great use in a number of ways, including sewer and water projects and feasibility studies.
The current price is $1.70 per acre or approximately $22,000 for the 21.8 square miles. The zoning and planning funds would especially benefit from these maps and if this offer is put off, the price will definitely be higher at a later date.
Based on that rationale, the town board on Jan. 22 authorized acquirement of the maps now.
Employee matters
The town board discussed compensation possibilities for the employees. The current benefit package is very good in that when the health premiums were raised quite high last year, the township decided to cover them completely.
It was planned to enter into some kind of agreement with another group that would lower the cost; however, that did not happen and the township has paid out a large amount of money in the meantime. Recently, one of the local municipalities gave a 2 percent cost of living raise and the board agreed this is a reasonable figure and approved it for Wyoming Township.
Heims Lake
A joint powers agreement was brought up that would work with the development of the properties located on the north side of Heims Lake.
It was thought a better plan would be to generate a document such as a development agreement or memorandum of understanding that utilizes the various conditions that came up at the previous rezoning meetings including screening, lighting and 250th Street traffic.
Town Attorney Dave Snyder will draft something for the board to consider at the next township meeting.
Other topics
Engineer Mark Erichson presented a feasibility study on improvements for Fawn Trail, a short section of 245th Street and Indian Trail, all of which are in poor condition.
It was noted that Fawn Trail was in very bad shape at least three years ago and continues to get worse. Because of budget restraints, the board decided to abandon the Indian Trail and 245th Street improvements for now but to go ahead with the Fawn Trail project. The public hearing is set for Feb. 26th.
Erichson attended a Chisago County Rail Authority meeting on Jan. 16th where on behalf of the city of Wyoming and Wyoming Township, he requested permanent access across the Sunrise Prairie Trail/Future Rush Line Corridor at Forest Blvd. Trail which is approximately 1700 feet south of Fairview Boulevard and 3600 feet north of 250th St.
The proposed access and signal at Forest Blvd. Trail would provide access and overall traffic safety to the undeveloped property in the area and would provide the Wyoming Elementary School with safer access plus safe pedestrian access to the Sunrise Prairie Trail. Erichson reported the county granted permission to the request.
The board authorized signatures for the Hennepin County OSHA Contract for the $750 needed for the required classes for the road employees to attend this year. Members also reviewed a lengthy draft of rules submitted by the Comfort Lake/Forest Lake Watershed District.
Supervisor Roger Elmore asked for opinions about a venture with the city of Wyoming to generate a support resolution for the planned annexation. All present agreed with this idea.
