2 ISD 831 employee groups OK contracts |

Two upper-level management groups in ISD 831 now have new contracts. The school board, meeting in regular session on Thursday, Feb. 7, ratified contracts for the Forest Lake Principal’s Association and the Forest Lake Supervisors’ Association. Both employee groups have also ratified the contracts which cover the two-year period from July 1, 2007 through June 30, 2009.
The seven-member supervisors unit will see a total package increase of 9 percent. It includes salary improvement of 3 percent in the first year and 2.9 percent in the second year and insurance benefit improvements of 1.7 percent and 1.4 percent in the second year.
For the principals, a total package increase of 7.95 percent has been approved for the employee group. It includes 3 percent salary improvement in each of the years and insurance benefit increases of 1.42 percent in year one and .53 percent in year two.
In terms of total dollars, the first year of the contract for district principals is an expenditure of $2,109.331. The total cost of the final year of the old contract was $2,020,045. In the second year of the contract, total cost to the district increases to $2,183,790.
For the supervisors, the base year cost of $597,948 will increase to $626,087 in year one and go to $653,222 in year two, according to figures released by the district.
Salary amounts
Under the new contracts, salaries for five of the seven job levels for the principal’s group top the $100,000 level. At the top is the senior high principal. The position will see increases from $109,496 to $112,781 and $116,164 in the two years of the contract.
Junior high head principals will see salary levels of $105,184 and $108,339 in the two years compared to $102,120 in the final year of the old contract. The ALC principal will see a base year salary of $100,277 increase to $103,285 and $106,384.
Elementary principals will see their base year salary of $96,589 increase to $99,487 in year one and to $102,471 in year two.
A senior high school assistant principal will see a salary range extending from the base of $94,745 increasing to $97,587 and $100,515. Junior high school assistant principals and the senior high activities director will increase from $91,057 to $93,789 and $96,602 over the two years.
On the supervisory side, the positions of supervisors of information systems, food service, accounting, transportation and building and grounds will see the base year salary of $61,539 increase to $63,385 in year one and $65,223 in year two.
The supervisor of aquatics position will see a base year salary of $58,348 increase to $60,098 in year one and go to $61,841 in year two. The supervisor of ice arena position will jump from $42,424 to $43,697 and $44,964 over the two years of the contract.
Both employee groups are in line for standard district benefits for personal leave days, sick leave, mileage stipends, paid holidays and pay-for-performance bonus plans.
Other business
In other business on Feb. 7, the school board:
•Approved a staff-public participatory budget reduction model for the 2008-2009 school that will reduce expenditures by $1,750,000. The plan will utilize a $500,000 draw down in the district’s unreserved general fund and make cuts of $525,000 at the secondary and elementary levels and cut $200,000 in district support spending.
The vote for the budget reduction plan was 6-1 with member Eric Langness opposed. He asked for greater flexibility on the board’s part in identifying areas for budget reductions and not being locked in to specific program area cuts.
A series of public meetings to review budget plans will include 7 p.m. sessions at Southwest Junior High School on Feb. 19 and Wyoming Elementary School on Feb. 21. Three public sessions were held on Feb. 12.
•Awarded a new district-wide vending services contract to American Vending with promised commissions of $18,632.50 to support student activities. The new contract comes as the district has voided its old contract with Pepsi. Four companies sought the contract and submitted proposals. American Vending will provide machines that stock a combination of Pepsi and Coca Cola products.
•Awarded a re-roofing contract for Forest Lake Elementary to Palmer West Construction in the amount of $331,050, but rejected two bids options that exceeded budget availability. Palmer West was the low responsible bidder from seven companies that sought the contract.
•Agreed in principle to change its spring meeting schedule by moving the June 5 meeting to June 12 to avoid a conflict with Forests Lake High School commencement and to move the July 3 meeting to July 10 to avoid a conflict with the Fourth of July holiday weekend.
