Eight residents were present for the public hearing on the Fawn Trail improvement project on Tuesday, Feb. 26.
Town Engineer Mark Erichson gave a brief overview, explaining the road involved is west of US-61 and south of 245th Street and will cover about 2000 feet in length. The road will be raised one foot, strengthened and have a 20-foot width.
The total project cost was estimated to be $191,458 with the township cost being $74,934 and the assessable cost projected as $116,524 shared by 7.5 (buildable) units. This would amount to $15,536 per unit based on “policy” but a realistic amount based on “benefit” is $3200 per unit.
This would mean the township’s cost will be $170,000 instead of the $74,934 figure.
A number of questions were asked by the residents such as how long the project would take, would their garbage service be interrupted, would new culverts take care of standing water problems and would there be interest charges on the assessment figure.
Erichson explained the project would probably take a month and garbage and postal service would not be disrupted. He will meet with individual property owners who have standing water problems. The assessment will be proposed over five to 10 years and it is possible to pay without interest charges.
The public was reminded that final assessable costs will be determined at a later hearing after the bids have been made and a contract awarded. The board authorized WSB & Associates to go ahead with preparation of the plans and specifications for the project.
Other topics
Mike Pofahl, CPA, presented the 2007 audit report, noting that a lot of money has been spent the last two years on infrastructure, bonds and property were two important items during this time, dealings with First State Bank of Wyoming were very good and the township staff did a good job of bookkeeping.
The board accepted the report.
Attorney Dave Snyder recommended the board sign the Xccent Memorandum of Understanding so that the building process can be set in motion because at a later date particular details will be specified after the site development plan is presented. The board voted to approve signing the memorandum with Supervisor Pat Fandel opposed.
Street Superintendent Byron Olson reported he contacted the Forest Lake Gun Club regarding blacktopping the road there but they are not interested in a paving project.
The annual meeting will take place at 8:15 p.m., Tuesday March 11 and the board of equalization will meet at 7 p.m. on April 10.
