Police, citizens help corner 2 in stolen car after chase |

A burglar suspect wanted in Forest Lake is in custody following pursuit of a stolen car that started in Hugo at 2:50 p.m., Thursday, March 13.
The chase came to an end in Columbus at CR-23 and I-35 when officers from a number of police agencies cornered the vehicle and arrested two subjects.
Timothy J. Rubbelke, no permanent address, the driver of the car, was tasered by officers after he fled the vehicle on foot.
He was booked for possession of a stolen vehicle, second-degree assault, fleeing police in a motor vehicle and obstruction with force.
A passenger in the vehicle, Lynn Deanne Freiberg, St. Paul, was arrested for fifth-degree possession of a controlled substance.
Other charges are pending, Chief of Police Clark Quiring said.
The chase started on Elmcrest Avenue in Hugo when police observed the vehicle that had been reported stolen in Barron, WI.
Police in Forest Lake were also looking for the vehicle in connection with multiple reports of bad checks being passed in Forest Lake.
The chase went north on US-61 where the stolen car ran over stop sticks deployed at Highway 97.
The pursuit then went west on TH-97 to the northbound ramp of I-35 and CR-23 where the suspect vehicle struck two other vehicles.
Forest Lake Chief of Police Clark Quiring said Rubbelke fled on foot only to be captured a short distance from the car.
Agencies that assisted Forest Lake and Washington County deputies included Eagan and Lino Lakes police, the Anoka County Sheriff”s Office and the Minnesota State Patrol.
Quiring said several citizens in vehicles at the I-35 interchange saw what was happening and assisted in the apprehension of the suspect. One trucker and another pickup driver used their vehicles to help block the vehicle.
One citizen also helped a Forest Lake officer subdue the subject, he added.
1 bar fails check
One city bar has failed the annual police compliance check of on-sale and off-sale liquor license holders in Forest Lake. The city did compliance checks on 26 businesses on Thursday, March 6. Three license holders were not open.
Failing the compliance check was the Old Log Cabin, 9726 Scandia Trail N., where an underage decoy was able to purchase a beer without having identification checked. The seller will be subject to a citation that is under review by the city prosecutor.
The compliance checks are done on a regular basis by city police who utilize underage buyers who attempt to purchase liquor or beer at restaurants or retail stores.
FLHS drug sweep
As part of an ongoing crime prevention program, city police, Washington County drug task force officers and the administration at Forest Lake High School, 6101 Scandia Trail N., cooperated on a parking lot sweep of vehicles at the school on March 13. The task force brought in its drug-sniffing dog, Simon, a springer spaniel. The dog was used to check 294 vehicles in the student parking lot.
Of the 294, 14 were confirmed drug alerts. The dog also had two confirmed drug alerts of backpacks in a classroom that was searched at the request of the school, police said.
In all, police said six students were handed tickets for possession of drug paraphernalia, two were ticketed for possession of tobacco by a minor, one was ticketed for open bottle and one was ticketed for possession of a small amount of marijuana.
School suspensions are also in the mix for a number of the students, police said.
Woman assaulted in FL bar fight
A Forest Lake woman wanted for an alleged assault of another woman at Player’s Beach Club in Forest Lake on Saturday, March 8 was arrested by city police after a 30-minute foot chase through the yards of nearby homes and on the lake ice of First Lake.
Police were called to the bar at 55 S. Lake St. at 11:34 p.m. to investigate a report of a fight and the assault of a 27-year-old Lindstrom woman.
An attempt to stop Racheal Renee Stone, 27, of 1244 SE 4th St., was not successful as the woman fled on foot, running through yards and on the lake ice of First Lake to the south of the bar.
With the city’s canine officer Matrix in pursuit, Stone surrendered to police at 12:12 a.m. Sunday, March 9.
She was taken to the Washington County Jail in Stillwater where she was booked on probable cause of assault and fleeing police, according to Quiring.
Quiring said the woman who was the victim of the alleged assault was taken by ambulance to Regions Hospital, St. Paul, with back and leg pain.
