2 arrested in Scandia on drug, theft charges |

Two people in Scandia were arrested last week after police from Forest Lake, Washington County and Chisago County executed search warrants. During the initial search for stolen property, officers found chemicals used in the manufacturing of methamphetamine. That discovery led to a second search warrant for drugs.
Police arrested Joseph A. Wappel, 47, and Jennifer L. Starr, 37, both of 21979 Manning Trail N., Scandia, where the search warrant for stolen property was executed on Wednesday, March 19. Both were charged with possession of stolen property and possession of methamphetamine. Charges are pending against a 37-year-old Chisago City man who was at the home but not detained, police said.
During the execution of the second search warrant, officers uncovered what they believe is an inactive meth lab that was found the box compartment of an old milk or dairy truck. The Washington County Sheriff's Office on Monday said the investigation continues and Wappel faces possible felony charges of intent to manufacture meth.
An ATV stolen in Chisago County was recovered at the scene, police said.
